Enriching Community Networks by Supporting Deliberation

چکیده
The increasing shift of attention from e-government to e-governance, even at the local level, requires technological solutions designed to support deliberative processes. We believe that to answer the request for local governance it is necessary to put at stake the background accumulated by community networks for undertaking the development (the design, implementation and testing) of a socio-technical, computer-enabled, trusted environment for e-participation enriched with deliberative tools. We call this environment Deliberative Community Networks, in order to stress that its main goal is to overcome the intrinsic limits of community and civic networks, by introducing deliberative facilities that provide support to the deci-sion-making processes. The paper presents the conceptual framework behind the design of Deliberative Community Networks, their logical architecture and a first prototype developed for supporting public dialog in the occasion of the 2006 Municipal Elections in Milan, Italy. The feedbacks from this experience, presented in the conclusions, are the input for the next release of the system currently under development.

Beyond Community Networks: From Local to Global, from Participation to Deliberation
Both authors of this paper have been engaged in the community networking movement and its evolution for many years in an ongoing effort to help create online systems that meet human needs. Among other things, community networks are intended to help address shared "public affairs" in geographical areas. Although this goal is important and laudable, community networking communities are often unab...
متن کاملSupporting Collaborative Deliberation Using a Large-Scale Argumentation System: The MIT Collaboratorium
Current open-source/peer-production technologies, such as forums, wikis and blogs, have enabled an unprecedented explosion of global knowledge sharing, but appear to be less successful at enabling collaborative deliberation (i.e. the systematic enumeration, analysis, and selection of solution alternatives) around the complex systemic challenges, such as climate change, now facing humankind. In ...
متن کاملCapturing and Representing Deliberation in Participatory Planning Practices
In this paper we argue for the importance of capturing and representing deliberation in participatory planning practices. We discuss the concept of deliberation in planning theory, and argue for a paradigm that puts deliberation at the centre of public participation to planning decision. We argue that in order to enable effective participation, the normally ephemeral deliberation process needs ...
متن کاملAn Online Environment for Democratic Deliberation: Motivations, Principles, and Design
This paper elucidates the experience and thinking behind our new web-based environment for asynchronous group deliberation: Deme (pronounced "deem"). Deme grew out of participation in and observations of group decision making and community democracy, and is being developed within a university-community partnership to enhance civic participation and to bridge digital divides. Civic decisions in ...
متن کاملDeliberation Networks: Sequence Generation Beyond One-Pass Decoding
The encoder-decoder framework has achieved promising progress for many sequence generation tasks, including machine translation, text summarization, dialog system, image captioning, etc. Such a framework adopts an one-pass forward process while decoding and generating a sequence, but lacks the deliberation process: A generated sequence is directly used as final output without further polishing....
